Starting an NDIS provider business in Australia can be rewarding, but many new providers quickly discover that registration alone does not guarantee participants or referrals.

Hello Whole Warrior community,

Over the past few months I’ve been hearing a similar story from providers across Australia.

They worked incredibly hard to become an NDIS provider.

They completed audits, policies, registration groups and mountains of documentation.

Then something unexpected happened.

Months later… they still had no participants.

Sometimes even years later.

It’s one of the biggest surprises providers discover after entering the sector:

Registration does not automatically lead to participants.

Relationships, referrals and reputation do.

And building a sustainable service in the NDIS environment requires more than compliance. It requires thoughtful strategy, trusted relationships and a strong understanding of how the sector actually works.


NDIS Sector Updates – Recent Developments

Debate Intensifies Over Future NDIS Funding Growth

The future funding growth of the NDIS has become a major political debate in recent weeks. The federal government has proposed reducing the annual growth rate of the Scheme from around 8% to approximately 5–6%, as part of efforts to stabilise long-term costs.

Some politicians and disability advocates warn that aggressive cost-containment could affect people who rely on the Scheme for essential supports, while others argue stronger financial controls are needed to maintain sustainability.

Families Raise Concerns Over Future NDIS Changes

Recent reporting has highlighted growing anxiety among some families and advocates about upcoming NDIS reforms, including changes to planning processes and funding decisions.

Advocates say some participants are worried about potential reductions to their supports as the government works to slow Scheme spending growth and introduce new planning tools.

These conversations reflect a broader tension in the sector between financial sustainability and maintaining adequate supports for people with disability. I'm having many strategy sessions with providers about multiple income streams to future proof their business model.

New NDIS Planning Framework Expected From Mid-2026

The NDIA has also confirmed it is preparing to introduce a new planning framework, with early rollout expected from mid-2026.

The changes are designed to make planning decisions more consistent and easier for participants to understand, with a gradual rollout over several years.

At the moment, many details about how the new system will work in practice are still emerging, which is why providers and participants alike are watching developments closely.

Why This Matters

Across the disability sector, many providers are noticing an important shift.

NDIS participant funding is tightening in many plans, and as a result income for providers is becoming less predictable.

At the same time, the NDIS market is maturing. In many regions there are now more providers competing for the same participants, and referrals are no longer automatic simply because a service exists.

For providers, this means the environment is changing.

Sustainable services are increasingly built on:

• strong referral relationships
• clear service positioning
• reputation and trust within the local ecosystem

In other words, good services still matter — but they also need to be visible and well-connected.

This is exactly why I created the resources in this month’s newsletter.

Through the Whole Warrior Network, I share practical insights, tools and reflections to support providers who want to build ethical, sustainable services without losing the human heart of the work. Then there is the move towards becoming registered providers with the deadline 1 July 2026 for SIL operators. They will need added client attraction and retention strategies to pay off the ongoing NDIA auditor fees.

A Question I’ve Been Reflecting On

Recently I saw a vehicle driving through the community with large RESPITE and NDIS provider branding splashed across the whole side of the car promoting a disability service.

It made me pause.

In our sector we talk a lot about:

• dignity
• choice and control
• participant rights

For some people, openly promoting their providers might feel empowering.

For others, privacy matters deeply.

And when it comes to children or people who cannot easily give informed consent, those decisions are often made entirely by adults around them.

Branding can support worker visibility and safety in some contexts.

But it also raises a thoughtful question for our sector:

How do we balance visibility with dignity?

Many providers I speak with feel overwhelmed by layers of compliance and reform.

At times the system can feel bureaucratic and exhausting.

Yet safeguarding, safety and quality remain non-negotiable foundations for ethical disability support.

The challenge for all of us is finding the balance between:

• protecting participants
• sustaining providers
• and keeping the human heart of the work alive.


Why Some NDIS Providers are Fully Booked -

and Why Some Stay Invisible?

Today I’m also releasing a new free resource to answer this question. It's called Magnetic Service.

One of the biggest lessons providers learn in the NDIS sector is this:

Participants rarely appear simply because you registered.

They appear because people trust your service.

Support coordinators, psychosocial recovery coaches and allied health professionals are constantly looking for providers they trust to deliver quality supports.

Final Thought

The NDIS sector continues to evolve.

Providers are navigating reform, compliance pressures and workforce challenges while still trying to deliver meaningful supports for participants.

Building sustainable services in this environment is not simple. However extremely rewarding for those who have grit, courage and determination to keep supporting people with disabilities in a complex period of reform.

But thoughtful providers who stay grounded in purpose, integrity and good practice are exactly what this sector needs.
