Mid-Year Sector Update
Empowering futures, together.
The NDIS sector is changing rapidly.
Yet every season of change creates new opportunities for providers who are willing to adapt, strengthen relationships, improve visibility, and invest in sustainable business foundations.
Over the past month, I've spoken with providers across Australia who are asking thoughtful questions about the future of their businesses, referral pathways, service models, and growth plans.
The encouraging news?
The providers best positioned for the future are not necessarily the biggest.
They are the providers who continue showing up, building relationships, staying visible, and making strategic decisions one step at a time.
This edition explores some of the latest developments shaping our sector, along with practical reflections to help you navigate the months ahead with greater confidence and clarity.
NDIS reform update
On 14 May 2026, the Federal Government introduced the NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 into Parliament. The proposed reforms focus on sustainability, eligibility, planning processes, governance arrangements, and fraud prevention.
At the same time, the NDIA continues to progress its new planning approach, including support needs assessments proposed from April 2027 and broader planning changes that will be introduced progressively over the coming years.
Many providers are asking:
"What should I be doing right now?"
Stay informed.
Avoid reacting to every headline.
Many reforms are still moving through consultation, implementation planning, and operational design.
There is still much we don't yet know.
What this could mean for support coordinators, recovery coaches and plan managers
The Government has signalled a future direction involving greater use of government-funded navigation supports, new planning approaches, support needs assessments, and participant pathways designed to simplify access to supports.
Support needs assessments are proposed to commence from April 2027. Broader reform implementation is expected to continue through 2027 and beyond when the Bills are enacted.
Many providers are watching closely for further detail regarding the future roles of support coordination, psychosocial recovery coaching, and plan management as governments continue implementing NDIS Review recommendations and related reforms.
For small business operators, this creates uncertainty.
It also creates opportunity.
Providers who diversify income streams, strengthen visibility, build direct referral relationships, improve participant experience, and invest in strategic positioning may be better placed to adapt as reforms unfold.
The providers most likely to thrive may not be the largest.
They may simply be the most adaptable.
Thriving Kids: a development worth watching
One of the most significant developments currently unfolding is the rollout of Thriving Kids.
This new Foundational Supports initiative is proposed to provide supports for children aged 8 and under with developmental delay and/or autism who have low to moderate support needs. Services are expected to commence from October 2026, with broader implementation continuing towards 2028.
In NSW, DCJ has proposed a commissioning model involving Expressions of Interest and Requests for Tender, with delivery primarily focused on government and not-for-profit organisations. Private providers may express interest, however current information indicates opportunities may be limited and considered only in exceptional circumstances.
This could have significant implications for some allied health businesses and early intervention providers.
Referral pathways may change.
Service delivery models may evolve.
Competition may increase.
Again, I don't share this to create fear.
I share it because strategy matters.
Five questions worth asking yourself
As the sector evolves, consider:
โข Is my business overly dependent on one funding stream?
โข Do referral partners clearly understand what makes my service different?
โข Am I visible enough in my local community?
โข Would people know how to find me if a major referral source disappeared tomorrow?
โข What systems, relationships, or income streams could strengthen my sustainability?
The strongest businesses are rarely built on one referral source, one platform, or one funding model.
The opportunity inside the change
Every reform cycle creates uncertainty.
It also creates opportunity.
Providers who continue strengthening:
โ Relationships
โ Visibility
โ Referral pathways
โ Marketing foundations
โ Operational systems
โ Community connections
are often best positioned to adapt.
The goal isn't to become the loudest provider.
The goal is to become memorable, trusted, and easy to recommend.
